You are bypassing the fuel system relay when you jumper fuses 4 and 6, so your problem is likely related to broken solder joints on the circuit board of the relay. Either replace the relay or re-solder the cracked joints on the relay.

Also make sure fuses 4 and 6 are firmly installed in the fuse box and have no corrosion at the ends. Rotate the fuses to get a good contact with the holders.
