Most often, the bumper shock can be restored to its original length, but it requires a bit of twisting to do so. You'll have to remove the bumper face bar from the shocks (a bit of a task in itself). Then, with the use of a pipe wrench or large vise grips, give the collapsed portion a twist while back-striking it with a suitable hammer. Should return to normal.
