Johnson company doesn't recommend Windex on painted surfaces.

Diluted Windex may not matter. After twenty years, ammonia and other solvents may have dissipated enough that it may not be a cleaner anymore.

You could mix a batch and put it in a freezer to verify that it is anti-freeze. Clean a window to test its cleaning capability.
