Yup. Confirmation is getting a 311 from the fuel side on the OBD. This occurs when the odometer board cannot send the speed signal to the fuel ecu.

If the speedometer works, then the problem can usually be traced to an attempt to fix the odometer and something like mistakenly connecting the white/red tach lead to the cruise control tab. Or, as Rene remarks, a cluster change done with the wrong unit.
