The nuts, certainly. The gaskets*, well, you shouldn't, but I have gotten away with it. The racers would know just how well this works.
Check the torque after it has been thoroughly driven -- maybe use a stethoscope to check for leaks.
Edit: Didn't refresh and see Dave already answered. On the sanding question, I think it depends on how badly pitted the surfaces are, so normal doesn't apply.
I did sand the manifold here, and re-use the gaskets, after running into what I think you ran into.


*This really hurts if you shelled out for OE gaskets. ;)
