Outer Tie rod end nut stuck, stud turns with nut 240 200

Spray some of your favorite rust breaker on the threads and then use a floor jack to push the tie rod end upwards back into the Ackerman arm.

Use just enough force from the floor jack to get the tie rod end to stop rotating as you don't want to lift the whole car as it could damage the Ackerman arm.
