MD auugments rules for Historic Plated Vehicles

All of you in Maryland have already received this.
Daily Drivers will have to think about paying the Full Reg fee.


Important information about Maryland registered historic vehicles

Dear Historic Vehicle Owner,

As the owner of a historic vehicle, we want to make you aware of legislation passed by the Maryland General Assembly that goes into effect on Saturday, October 1, 2016. It is important to know that this legislation will impact how historic vehicles may be operated.

Effective October 1, 2016, a Maryland registered historic vehicle may no longer be used for transportation to and from employment, school, or for commercial purposes.

In addition, historic vehicles with a model year of 1986 or newer may be subject to safety equipment repair orders issued at roadside by law enforcement.

Thank you for your compliance with this new Maryland law.

    MD auugments rules for Historic Plated Vehicles

    Similkar restrictions are in place here in British Columbia for the "Collector Vehicle" registration. The car, truck, or motorcycle must be 25 or more years old, and cannot be used for commuting to work, school, commercial purposes, etc. Pleasure use only. You have to send them a lot of clear and detailed photos of the vehicle to prove excellent original, unmodified condition to get the classification. The benefit is a big reduction in insurance premiums.

    I've found it is humorous in the extreme to complain about our state's registration fees ($25.50/yr historic 20-years or $64 full) in the presence of someone from another state, or (perish the thought) another country. Ahh, but we make up for it in other taxes. :-)

      You got that right, Art.
      My country: 378 USD annually - but veteran vehicles (30+) get away with 54 USD and no usage restrictions. My now 29 years old and still pristine 240 will actually increase its value next year because of this.

      not complaining.

      Hist reg $50 for 2 years, cannnot purchase a single year.
      Normal reg $138 for 2 years.
      Hist no emission inspection.

      The rub here is that the MVA sends out the notice 16 days before the new regs go into effect. The regs were signed into law in May, I believe.

        I understand. Saw the actual wording in the bill and that the Gov signed it in May, but you have to give credit they gave notice at all. How often is new legislation emailed to affected citizenry? Someone finally admitted 75% of the "historic" vehicles in this state are cars that escaped the cash for clunkers.

          It used to be 25 years for historic registration and they changed it to 20. I think they went the wrong way. It should be 30 years. Cars last a lot longer than they used to and I do believe a lot of people are using the historic designation to avoid inspection but still use the car as a daily driver.
          I have 1 historic and 2 street rods all older than 1986, and did not receive a notification. I believe their target is the newer cars which is fine by me. Tom

            If the MVA dosen't have your current email addy on file, you will not get the notice. Maine came to my InBox not my USPS mail box.

                  The publicity this is getting smells of pre-enforcement crackdown. Just got notice by US mail. Guess they know us cheapskates may have eschewed TV and E-mail.

                    Well I drive mine at most 3 times a week, mostly to the store.

                    I guess if they really want to get serious they could cross reference your registered vehicles and your MD tax returns, and if you are employed, require that you must have one vehicle with a full registration.

                    When I used to go to the mts on kayak trips I had a full reg on the that one, hauling boats on I70-I68.

                      Just heard it on the radio now. Emphasized applicants (assuming NEW applicants) will need to certify use only for shows and parades. Not sure that's exactly how the law reads though...

                        PS, the funny thing is that I never considered Historic Plates, on my own.
                        Back when registration fees got Doubled, by some executive fiat, I called the MVA, actually got a person on the phone, and complained that my 1980 Volvo, which I drove less than 2000m a year was now costing me twice as much to renew the tags.

                        This kind person looked up my vehicles and said OH why don't you get Hiatoric Plates, it will only cost you $50 for 2 years. In fact you can get Historic Plates for both of your Old Volvo's.....we can send you the applications forms.

                        So I figures,from the Mouth of the MVA...I'll swear on the dotted line...

                        but being raised a Catholic, I felt a bit of guilt and only got the plates for the 80 and not, at the time the 87.

                        LOL

                        So can I UnHistoric the 87 without going thru a State Inspection...no doubt it will pass easily...but still....rung thru the ringer.

                        the application for historic plates already says that.

                        I/We certify under oath that the vehicle will only be maintained for use in exhibitions, club activities, parades, tours, occasional transportation and similar uses.
                        I/We further certify that this vehicle will not be used for general daily transportation or primarily for the transportation of passengers or property on highways.

                          Right, but I get your point. Some day our governments are going to try to make it tougher to drive old jalopies on the same roads with people used to automatic braking and lane control, or even driverless technology.

                          Currently it looks like they are just trying to close a loophole in the very strict safety and emissions inspection requirements.

                          In the garage, I have one page list in small type of the inspection points for new registration in Maryland. I use it to make sure I hit all the details before putting one on the road. It is a hoop to jump through after titling a car and you have a short time to get through it.

                          Some states have regularly recurring inspections, but they are inexpensive and not exhaustive. Maryland's is exhaustive and expensive, but only needs doing on initial registration or transfer. The "historic vehicle" registration is an end run around that requirement which got more popular when "history" got down to 20 years.

                            Fl dumped emissions inspections years ago.

                            Older cars may "pollute" more than modern cars but there are so few or them their pollutant contributions are insignificant.
