Right, but I get your point. Some day our governments are going to try to make it tougher to drive old jalopies on the same roads with people used to automatic braking and lane control, or even driverless technology.

Currently it looks like they are just trying to close a loophole in the very strict safety and emissions inspection requirements.

In the garage, I have one page list in small type of the inspection points for new registration in Maryland. I use it to make sure I hit all the details before putting one on the road. It is a hoop to jump through after titling a car and you have a short time to get through it.

Some states have regularly recurring inspections, but they are inexpensive and not exhaustive. Maryland's is exhaustive and expensive, but only needs doing on initial registration or transfer. The "historic vehicle" registration is an end run around that requirement which got more popular when "history" got down to 20 years.
