Used tire shops most of the time. My guess is you live in an affluent enough neighborhood you do not drive buy three such shops on the way to work as I do.
Alternates are Craigslist, Ebay, medium/large locally owned tire store that also offers used tires (usually take-offs when folks want different rims/tires on new or new to them cars so unlikely in our tire sizes).
It helps if you know the alternate tires sizes for your car that will not significantly change speedometer readings and are not significantly different in width. If you find a promising candidate, use site like this one to compare the stock 185/65R15.

Tire covers are available from Amazon and that is honestly the easiest place to buy them. You need ones that will fit 25".
