To be clear what happens in KPI, KPII and KPIII?
KPI should be "nothing" but retained power items item (dome light, glove box, etc)
KPII adds radio, blower motor, etc
KPIII even if it does not start should turn OFF some items like the headlights
My guess is that since this the initial start functioned (KPIII) and it ran in KPII and would not stop running once moved to KPI it will fail the one or more of the three positions because the actual ignition switch (not the cylinder/tumbler) is either the wrong one for that year or faulty...or I guess it may not have been screwed tightly to mechanical portion.
