In short, no you can't. Turbo injectors have different characteristics than non-turbo ones.
Turbo injectors have lower electrical impedance (typically 2.5 to 5 ohms) than non-turbo ones (typically 12 to 14.5 ohms). Volvo turbos use external resistor pack for these injectors. This pack consists of 4 resistors, one for each injector, for safe ECU operation. Furthermore turbo injectors are current driven compared to voltage driven for the non-turbo. The turbo injectors needs 'peak-hold' type of firing compared to non-turbo.
However you could use other non-turbo injectors having similar impedance, this time choosing one with higher fuel flow characteristics. They may either be Bosch and non-Bosch injectors. You'll have to take into account injector overall length, type of electrical plug connection and fuel spray pattern to minimise modification to fuel rail setup. This however, calls for some self experimentation and risk taking.
