Your 1990 240 is heavily modded and I guess a +Turbo. Other Turbo models may provide performance you want.
If you possess $$$$, a supercharger option may offer up low RPM boost. I do mean $$$$. You do not mention engine control system brand and model. Whether a built engine or merely stock N/A with +Turbo.
With more $$$$$, why not build an engine with the PRV quattrovalve cylinder head that was a part of the B234/B204. I'm unsure how the 16V head with Turbo performs when you want low RPM boost with responsive Turbo boost at low RPM. Again, ask at Turbobricks. Some facebook groups supporting RWD 240 and 240, 740, and 940 series can help. If you can take drama, there is a group page named "Turbobricks" unrelated to the authentic Turbobricks website. Each one of these groups has at least 15k-20k members.
Or migrate to V8. GM LS is a favored migration to V8 option.
At that HP and corresponding torque, you will want to consider improved drive train options to apply that HP and Torque to the rear wheels. The factory Dayna won't take it whether or not open, or (OMG don't) welded open, or some manner of locker unless quality after market.
There is a V8 Volvo group on facebook that is very helpful.
Yet the Turbobricks site is maybe your best bet.
