Hi Bob. A good question. I'm very much guessing parts car in our area. Knowing my brother's rusty '82 GLT with the B23E (like in your '81), plus the other 140s/240s I've known and had of that vintage, I'd say a restoration is highly questionable depending on the state of the rust (such as rear storage wells, wheel wells, rear quarter panels, sills, rockers, window frames, floor pan, rear bumper panel, trunk lid, all the common places more or less in that order). The crumbling wiring harness is likely of minor concern compared to all the rust. As the '83 didn't have the highly desirable B23E that was in the '81 GLTs (and '82s in Canada), I think a B23FT would need to be in pretty good shape to be desirable enough to warrant restoring the rest of a rusty car.
If you want a better idea if there is local demand for a GLT restoration project, I'd suggest talking to Happy (guru), Terry (owner) or Paul (son) down at Chapman Motors at their main Cobble Hill yard as they know the local 240 scene here on the Island better than almost anyone and may even know someone interested in GLT parts, like the 15" 5-spoke wheels, gauges, seats, etc. Try not to call when they're busy if you want to chat (FYI to others, this is the premier Volvo wrecking yard in Western Canada, check their website). Another excellent local 240 guru to talk to is Rich Coté (owner) down in Duncan at Dancia Motors (Volvo specialty) -he used to enjoy rallying and hill climbing 240s of that vintage.
