1990 245 Strange Light Behavior 200

The turn signals on my 1990 245 work great UNTIL, I turn on the headlights (low beam) and the left signal remains illuminated. As soon as I turn on the bright lights, the signal blinks again, as it should. There is NO issue whatsoever with the other side, just the driver's side.
Last week I disconnected the turn signal from the headlight and found they wiring was totally destroyed on the power wire. I figured that was my problem, so I completely rewired the turn signal and made sure everything was connected and sealed tight. To my surprise, the problem still exists.
Any help would be greatly appreciated.

Thanks.

The ground for the drivers side parking/turn signal lamp is attached to the very front of the relay "bar" mounted on the left side fender well. That's where I'd start. Loosen the screw and clean the surfaces. - Dave
