1990 245 Strange Light Behavior 200

The turn signals on my 1990 245 work great UNTIL, I turn on the headlights (low beam) and the left signal remains illuminated. As soon as I turn on the bright lights, the signal blinks again, as it should. There is NO issue whatsoever with the other side, just the driver's side.
Last week I disconnected the turn signal from the headlight and found they wiring was totally destroyed on the power wire. I figured that was my problem, so I completely rewired the turn signal and made sure everything was connected and sealed tight. To my surprise, the problem still exists.
Any help would be greatly appreciated.
