High-Low Beam problem 200 1987

My high beams work fine but in switching back to low beam they intermittently will not come on--no lights when switching back to low beam. Cycling through hi-lo with the dimmer switch a few times causes them to come back on. I assume that means my headlight relay, the square one behind the toe panel, is going bad?

assume nothing, test everything. the changeover relay next to the battery and the switch itself may be the problem. i was at the dealer in the 80s and we sold more switches than either relay.
