High-Low Beam problem 200 1987

My high beams work fine but in switching back to low beam they intermittently will not come on--no lights when switching back to low beam. Cycling through hi-lo with the dimmer switch a few times causes them to come back on. I assume that means my headlight relay, the square one behind the toe panel, is going bad?
