WHEELS: repaint, refinish, touch-up 700 91

Two things guys:

Have a beauty of a set of wheels w/ some curb rash on outer rim. I've got every tool imaginable (my father's garage) and I want to touch them up, make them a bit smoother. What should I use? I was thinking dremel...

AND

I have turbo wheels I want to try and repaint/refinish. Can someone give me the lowdown on all the materials needed. I have a sandblaster/painter/etc...

I had my turbo wheels refinished. Having the blasted and powder coated cost about $360. Seems like a lot, but they really look great. I had them done in a titanium color, and they look alot better than the silver.
