The sight glass is useless with R-134a. If you charge until the sight glass is clear, you have overcharged.

Wisdom from www.aircondition.com (highly recommended) is that the high side pressure should be 2.3 to 2.5 times the ambient temperature, as measured 4 inches in front of the condensor. Let the low side fall where it may.

The expansion valve should be replaced with one calibrated for R-134a.

If you cannot keep the high side pressure within the range noted above, then the condensor is not adequate. In order of ease/expense: the condensor should be cleaned of bugs/dirt, an aux. electric fan added, and the condensor replaced with a new parallel flow type.
