Crazy OD Relay Behaving Strangely 700 1990

I am having difficulty troubleshooting OD relay. Having resoldered most likely points on IC board, I proceeded to test operation using an available 12V source across pins 86 and 31. . .nothing. The relay made no attempt to close contacts. Am I missing something? Isn't this device suppose to close circuit between 87 and 15 when 12V is applied to 86 and 31, or is a modulated signal required to make it work? I've stared at the electrical diagrams again and again it looks like plain 12V should make it close. HELP! BTW this AW70/71 transmission is a USA w/o a downshift inhibitor.

Crazy OD Relay Behaving Strangely 700 1990

To bench test that relay you will aslo have to apply power (12V) to to 15. This will allow the IC to work. What is it doing when connected to the car?

the winding probably has an internal break. IPD has new ones for $45 or so i think. sometimes you just have to lighten the wallet.
