Crazy OD Relay Behaving Strangely 700 1990

I am having difficulty troubleshooting OD relay. Having resoldered most likely points on IC board, I proceeded to test operation using an available 12V source across pins 86 and 31. . .nothing. The relay made no attempt to close contacts. Am I missing something? Isn't this device suppose to close circuit between 87 and 15 when 12V is applied to 86 and 31, or is a modulated signal required to make it work? I've stared at the electrical diagrams again and again it looks like plain 12V should make it close. HELP! BTW this AW70/71 transmission is a USA w/o a downshift inhibitor.
