Weird speedo problem 200 1982

I have a problem with my speedometer needle.When car('82 244 DL 4-cyl gas,150,300 miles) is stationary it hangs up at the 30-35mph mark & sometimes swings wildly when car is in motion. when on highway it does not sem to register right mph.The odometer works perfectly though.

It sure sounds like a problem with the head unit in the dash. Suggest you call a speedometer shop with a description of the symptoms and get an estimate. If the cost is acceptable, remove the instrument cluster (many how-to postings in the archives here)and take/send it in. They'll calibrate it as part of the job.
