I have hand sanded and painted a couple of dozen sets. I would sand them smooth as Jay says, spot prime bare metal, and spray either Duplicolor alloy wheel paint (very good) or have a paint store make up Volvo code 130. The latter might not be worth it for one set. I use a two part epoxy primer and acrylic finish coat. You can spray with Prevall canisters from a home store. Real careful, thin coats. Avoid sags. After all my work, a buddy used Duplicolor alloy wheel paint and got just as nice a looking job. Identical really. Write if you want more info.

The correct color is a "warm" silver. That "aluminum" spray paint from department stores will NOT look right. Work with a buffing wheel should make these look great and clean them up for repainting. Eastwood Company sells the right paint for this if you don't find something that looks right.

I wet sanded my wheels with 320/400 paper. That got them smooth and removed the cracked original finish. I then put a few light coats of primer (light gray spray) and then finished them in Anthracite Gray, a dark gray wheel paint made by Duplicolor. My car is silver and the Anthracite Gray looks nice against the color of the car. Some folks prefer the brighter silver. For around $10.00 and a little elbow grease your wheels can look very good. I will probably repaint this summer and maybe put a clear coat on top....
