I have hand sanded and painted a couple of dozen sets. I would sand them smooth as Jay says, spot prime bare metal, and spray either Duplicolor alloy wheel paint (very good) or have a paint store make up Volvo code 130. The latter might not be worth it for one set. I use a two part epoxy primer and acrylic finish coat. You can spray with Prevall canisters from a home store. Real careful, thin coats. Avoid sags. After all my work, a buddy used Duplicolor alloy wheel paint and got just as nice a looking job. Identical really. Write if you want more info.
