No, I'm living on Lima, Peru (southamerica), and enhancements like rust-converts are not available here. I'm use a local made anti-rust paint, based on zyncromat (if you go to any harwdare store, see for any attendant 40 years old or more, I'm sure he know who is zyncromat paint, this stuff is like standard pain, but, are mate and not hard like enamel - you can scrap it with your nail). On industrial paint (metallic structures), usually a second hand with enamel are used after the zyncromat (in my case, I leave it only in zyncromat due no one would be scratch the cylinder in the bay).
Of course, before paint, I peel the previously paint and clean the rust using WD-40, stone-paper and water stone-paper, on one day of hard work. I'm sure you have a more time saving and easy procedure for cleaning the rust on your town.
About the clutch reservoir, the original aluminiun color is the best option. I clean mine with WD40 and pulish it with brasso for aluminum( both are old stuff, please, take care on cleaning aluminium, are prone to have scratches), and finally, I cover it with a coat of transparent lacquer for enamel. If you see the photo (ten months after the paint) some parts of the lacquer goes green near to the clutch line, due contact with the clutch liquid.
Next week I will be paint my new twin master cylinder and reclear and paint my clutch cylinder. I will post a new photo after it.
