1989 760 station wagon, need help getting a stuck bumper shock out 700 1989

anyone know how to get the bumper shock out. The entire bumper is off. One of ther old shocks however broke half off and is stuck in the cylinder that supports it. It is inside another cylinder. I undid the 2 forward bolts on the containing cylinder attached to the welded nuts. This only allows me to move the cylinder containing the shock up and down vertically. Is there a bold under the hood?

Trying to save some money by getting it out somehow and then buying 2 new shocks.

i dont think there are any other bolts, but you may have to be a litte rough, it could be bent from the impact and sticking on the frame rail.

Its basically a tube in a tube at this point. Do you think it might make sense to try and drill it out little by little? The problem is that I can not pull it because there is nothing to get any leverage on. I sprayed some Wd40 in there last night. Any suggestions are welcome. What type of Drill Bit would a shop probably use?
