Clutch Adjustment Experts 200 1991

I have a 91 245 with a M47 trans and lets say my clutch was "dragging"...do I want to tighten the cable or lossen the cable? The manual calls for .12" play in the arm, seems difficult to measure, how critical is this adjustment/measurement??

Not sure by what you mean by dragging. Do you mean that it isn't disengaging completely when you depress the pedal? Or not engaging completely (slipping)when the pedal is let up?

Anyhow, the clutch is easy to adjust, so if turning it one way doesn't give the required effect, turn it the other way. If both ways fail you may need a new clutch.

Dragging occurs when you have either dry splines on the input shaft, a warped pressure plate/disc, or the release lever does not get pulled far enough.

0.12" is about 1/8", so the thickness of an "average" flat screwdriver blade. I suspect that you have WAY more than that, like almost 1/4" to 3/8". If the adjustment is very close to 1/8", you are going to have to look at the cable, maybe it's stretched out.
