Shifter rubber boot 140-160 1974

This may be another one of those "duh" questions, but I can't figure out how to install the rubber boot for the stick shifter. The boot has a large lip all around. Does the lip go under the carpet, or do you squeeze it down into the tunnel. The latter seems unlikely, but to fit the soft thin rubber under the carpet isn't that straightforward either. Or am I missing something? Also, there are four holes evenly spaced on the lip. Do they attach to something or don't they have any useful purpose?

Please enlighten me!
