Gas Fill Lid 900 1994

I am a new owner of a 1994 960 Volvo. I noticed that water is sipping into the gasket surround the gas tank cap and getting collected there. The problem only caused inconvenience as I have to drain off/soak up the water each time I need to fill up my gas tank. Does any one have any idea how this could happen and how to fix it? The Gas fill lid seems to be closing normally, i.e. I don't see obvious gap when it is closed that could possibly allow rain to drop in directly. And I suppose the gasket surrounding the intle port of the gas tank should be guiding the water to the outside of the area to drain it off.

There should be a small drain hole at the bottom of the rubber seal around the filler neck, from this hole the water will drain down a tube to the underside of the trunk, I would bet that some debris or mud has block the the end of the tube on the underside of the car. Look for the tube somewhere rear of the back wheel.

Thank you, DanR. I didn't notice the hole before as it was fully choked with fine sand. It looked like just another mark on the gasket. I managed to pulled the tube from inside my trunk and clear the tube with a piece of wire.
