chipping bumper 960 900

I'm looking at a purchasing a 960, and the rear bumper seems to be --I don't know what to call it-- "de-glazing." The stuff coming off seems pretty thick, thicker than paint and kind of like porcelain glazing. Main concern: Is this a warning sign about something? Curiosity: is it really just paint? thanks.

Difficult to tell from your description, but my suspicion is that the PO put bumper protection tape on the bumper to keep it from getting scratched. Sounds like it is peeling off.

It seems to not be tape: more like something that can crackle/shatter and come off in chunks when whacked. Sort of like the thin coat of ice on a puddle this time of year, in some of our locales. It might just be a really thick paint/primer/clearcoat to match bodies and bumpers, it just seems sort of odd.
