steering pulses when tring to turn 700 1989

fluid level is ok. Any help on what to replace first, the pump or the rack? I can see fluid moving in the reseviour. I'm leaning toward the rack. Any help appreciated.

Check the U-Joints in the steering column. They may need greased or replaced.
Mine did the same thing and I figured the pump was going so I bought a new pump.
Wrong, bad U-Joint so at least I have a new PS pump if I ever need it.

It can also be the bearing turning in the rubber of the upper strut mount.
