If tightening the adjusting bolt below still doesn't get your belts tight enough, the bushings that the pivot bolt goes through may be worn out. You can learn how to replace the bushings here:

http://www.homestead.com/volvo2/bushings1.html

and buy the actual bushings from iPD at:

Yeah It is the bolts on the Alternator As you tighter the bolts in all the spots. Check the tension of the belt. Hell if your belts are super loose you might as well put new ones on! Kill 2 birds with one belt.

The alternator, power steering pump, and A/C compressor pivot on
bolts so they can be adjusted. Loosen their pivot bolts, loosen
the clamping bolts on top, and turn the adjuster bolts to tighten
the belts. Retighten everything afterwards. Do not make the
belts too tight - you'll wear out the alternator, waterpump,
P/S pump, and compressor. If you press down hard, the belts should
deflect around 1/2" in the middle of their runs. Tighten
the A/C compressor belt before the P/S pump belt, because the A/C
compressor's position affects the tightness of the P/S pump belt.
