Your sister is one lucky girl to have the 960. You should be the jealous one.
The 960 is a Volvo that came with just about every improvement Volvo has had to offer for that year. There's a lot of mod's available for other models, but most try to achieve the quality and improvements Volvo gave the'96 960.
The suspension is a rare breed, having some nice attributes like carbon fiber rear leaf spring and IRS, super smooth gas/hydraulic shocks, ball joint sway bar links, and a lot more. The car came equiped standard with a premimum stereo, so I can't see why your sis would want anything more, I thought it was a killer sound system.
This car was made to compete with BMW 740i and MB 500sel's on the Autobahn, so tell your sis to lay off the pedal, cause it's easy to let the car get away from you.
I just traded in a '96 960 and loved the car, some regrets, but still like my new V70 2.5T.
The rear spoiler is available pre-painted for ~350 from Volvo or Swedishengineering.com
I looked into the European suspension upgrade package that was only offered in Europe, and it includes front springs and shocks and rear spring and shock and rear sway bar upgrade. The spring and shock are sold together and will lower the car 20mm. I never did the upgrade since the cost was $1700 for the parts which FCPGroton.com was willing to import. I would reccomend that if the car is over 80k miles, just replace the shocks and struts with Volvo ones, NOT aftermarket ones even if they say OEM, they are not the same. She will be very pleasently surprised at how the car handles and rides with new shocks.
You can add a K&N air filter for a improved breathing, too
Frankly my thoughts are 'Don't mess with a good thing!'
