I think that by removing the fuse for the in-tank pump your also disrupting the circuit used to run the main fuel pump thus both pumps are being shut off but I could be wrong. In order to check if you in-tank pump is running turn on the car and put your ear to the gas filler hole. You should be able to hear a buzz coming from inside the fuel tank if the pump is running. If having the car on makes it too loud to hear the in-tank pump have a friend turn the ignition on for a couple seconds and then off again. By doing this several times you trick the fuel pump relay to think that there is a pulse coming from the ignition coil thus it runs the fuel pumps for a couple of seconds even though the engine is off. By the way my main fuel pump on my 79 264GL did make a lot of noise at one time and then I did confirm that the in-tank pump was not running at all. After replacing the in-tank pump the main pump started to make less noise to the point where I can not hear it anymore unless I crawl underneath or do the key trick to run the pumps without the engine running. Make sure you confirm the in-tank pump is bad before you replace it. Good Luck!
