To confirm it is the fuel pump, check the fuse first, verify there is power to the spark plugs. Check by removing one plug and reconnect the coil and ground plug to see a spark, or use volt meter on test lead, located between cam and rpm sensors connections on the back of the head. Should show battery voltage with ignition switched on. Not having spark would shut down the fuel pumps.
The last time the car ran, was it for just a short period of time, just a few seconds or under a couple of minutes when cold? If so, could be overpumped lifters (lawn mower syndrome) plenty of info in the archives on that subject.
Fuel pump should run for a second or two when ignition key is first turned on, then shut off if engine is not cranked. Do you hear it start up?
Someone else will have to give you advice on the filter questions. I always have a mechanic do that for me. A mushroom cloud comes to mind everytime I consider doing it myself. Plus that little hard plastic hose is prone to cracking when bent.
