Floor panel coating? 200

I took out the interior of my 85 240DL wagon tonight to see what needed to be repaired this upcoming week. 3 out of 4 floor panels need to be replaced. There is rust in other areas, but I'm not as worried because they won't cause a passenger or myself to fall through the floor. After looking at the floor pans for awhile I noticed that they seem to have been covered my some sort of coating. What is this stuff?

Also any ideas on how to prevent the rust from returning once I repair it?

You can use por15 or other urethane panel coating. They also make textured coatings you can spray just like the factory stuff. Make sure to get the new welds coated very well.
