Floor panel coating? 200

I took out the interior of my 85 240DL wagon tonight to see what needed to be repaired this upcoming week. 3 out of 4 floor panels need to be replaced. There is rust in other areas, but I'm not as worried because they won't cause a passenger or myself to fall through the floor. After looking at the floor pans for awhile I noticed that they seem to have been covered my some sort of coating. What is this stuff?

Also any ideas on how to prevent the rust from returning once I repair it?
