Why does my Power Steering Moan 900 1994

Simplest explanation is that your oil level in PS is a tiny bit low, small air bubbles are pulled into oil and cause cavitation in the PS when under load, which is when turning, causing the noise. It makes you feel something is definitely wrong with your PS, but not to worry:

It is a nice and easy job to flush the PS. Disconnect the return line to the PS tank, put it into an empty oil can, start engine and let the PS pump out the oil, fill up with fresh oil (see car manual-usually regular automatic transmission fluid (ATF) that you can buy at any gas station, let the PS pump out the oil, and you should soon have a clean, fresh-looking oil. Fill up to level indicated on the dip stick in the tank cap. Check again in a couple of days, and top up if necessary. Voilá! You should now have a quiet steering, and you will feel like (almost) a million dollars.

Why flush? It is my belief that the air-containing oil (from the cavitation) expands, making the volume larger, giving you the impression that the oil level is nearly normal (near or slightly above the low level mark. However, the air-contaminated oil is not doing a proper job.
