timing belt doesn't move 200

I am helping my brother fix his '86 240DL wagon. What seemed like an ingnition problem has just gotten a lot bigger. When I was trying to set the car to top dead center I realized that the cam was not moving. The timing belt is not broken but does not move when the engine is turned over. Any ideas about what is going on?
