Is the Fan Shroud critical for cooling?

Just finished installing new T-belt, poly bushings for power steering ac/Alt, all new Contitech belts, and a new tensioner. Went for a cruise after I finished and the temp gauge went all the way to 9-10 o'clock where it usually reads 6-7 o'clock. This is without the fan shroud off. I hope I didn't ruin my thermo viscous clutch or anything. BTW.. I broke the vacuum hose going to the diaphragm on the ECU: is this going to kill me?
