Drilling out/removing ignition cylinder lock assembly 700 1989

Well the 760 cylinder lock assembly has frozen and I've ordered a new one from the dealer. Obviously I can't turn to the II position to insert the pin in the top and remove the assemby.

Anyone have any tips on removing or drilling the assembly out?
