240 Speedo and Tach Goofy 200 1989

I have an '88 240 wagon and something suddenly is up with the gauges. The speedometer won't go above about 25 MPH regardless of how fast you drive. Also, the Tachometer won't go above about 2000 RPM's regardless of engine speed. The problem happened to both gauges at the same time. Also, we just had a spell of high wind, heavy rain. The car was out in the weather and I think that this arose only after all the heavy rain. Could this be related? I didn't see any water leaking into the car though....
