How to seal plug that leaks on driver's floor 700 1989

On a 1989 740 i have located the source of a leak onto the driver side front and rear floor as being from the opening in the inner wall, next to the driver's left foot. Pouring water into the cowl results in water visibly leaking past the 3-4 inch black plastic cover on the hole. What is the way to fix this? Just pry off and re-seal it? Anything special here?
Thanks...

(The rocker panels, another common source for water on the floor, are clear of debris.)
