89 240 there is only 4-5 volts at the coil terminal #1 with the key on 200

my other 89 has 12 volts at this terminal [and it runs]...on the car that will not run ,why am i getting such low voltage at the coil...[red/white wires]? is the coil bad?is there a relay somewhere causing this?....kris
