What's the optimum octane petrol to use for my 244 turbo + IC

The engine is B21FT.
293XXXkm's.
Should I also use synthetic to protect the turbo?
The turbo housing is covered with black oil, is it due for replacement? But there's still boost. But quite hard to rise above 3000 rpm.
Is the oil drain pipe blocked? What should I do?
