cold weather start 700

Hi I have Volvo '87 760 turbo and when the temperature gets near freezing I have trouble starting it up. Well I have to wait for all of the dash lights to come on before I can start cranking the engine. If the lights do not come on I can crank all day but car doesn't start?????? I was wondering if there is a some kind of thermal timer or glow plug on the car??? I know it's NOT a diesel but it acts like one? Thanks guys, Adis
