auto tranny problems 700

My auto tranny has begun to act strangely. It shifts smooth from 1. to 2. but very late to 3. and overdrive, most of the time I have to step off the gas pedal for 3. and overdrive to engage. I have just done a full flush but that did nothing for the better.
Could it be a worn/sticky ball in the valve body?
