Turbo k-jet performance problem & question about an observation (longish post) 200

A question for all you turbo users:

82 244 Turbo w/K-jet. I believe I am having issues with vacuum leaks.
1). A cheapo air/fuel ratio meter indicates that I'm prone to running lean
NOTE: I've only checked this when sitting still...I haven't wired up
meter into passenger compartment to test while driving
2). Car is difficult to start when cold

I'm also seeing something else that's interesting. When driving, the engine runs rough up until about the point where the yellow starts on the turbo gauge.
At that point, the car comes alive!

I am guessing this is about the point at which the input from the turbo offsets the vacuum from engine operations, meaning the net pressure in the intake area downstream from the turbo is at or near atmospheric pressure. At that point, I'm guessing the fuel distributor is going to get a much closer read on the actual air volume the engine is moving, so I get more fuel, the engine gets happy suddenly, etc.

My questions are:
1). Can anyone confirm my reading of the turbo gauge? I'd like to have one
that's graduated of course, but first things first.
2). Best ways to search out the source of my vacuum leak(s)? I've read that
carb cleaner testing isn't necessarily such a good idea.
