GMB pumps - something is screwing up here

~9months ago replaced the head to pump gasket as it was leaking. Put it back together and still leaked.

Today I fix it again. I take off pump and see the old o-ring/gasket has folded over - ahh, THAT'S why it's leaking. But when I go to re-install, I now recall the problem I had before: when installing the 2 bolts into block, it is such a tight fit the seal is already highly compressed before I've even begun to pull up on the pump. I don't even need to pull up to compress; same as last time. These 2 holes - the circular holes and not elongated ones - don't seem to be aligned properly with the threads in the block.

I used Felpro 35426(future 11-1545)(B230FT '85 to '93) so it's the right o-ring. The only other thing I can think of is the pump is not right or poorly made. I had to elongate both of the location holes where the the bolts thread into block.

Anyone else had fit problems with GMB pumps?
