Fast Idle After Breather Box Maintenance 900 1995

I have been getting oil leaks at a number of places on my 95 940. I had replaced the flame trap a month ago so I started checking the other components in that system. I found the vacuum hose on the flame trap constricted to less than 1/16th inch in the middle of the hose. I went down to the breather box which showed no signs of being plugged. I reassembled the breather box, the egr valve and the IAC (a Bosch 516 model with the spring return) and put on a new vacuum hose. When I start the car, the idle goes up to 1300 and stays there. I then tried starting with the IAC disconnected, the idle went to around 750. A little rough, but seems pretty normal. The IAC valve is clean and moves freely. Idle was at 750 prior to doing the maintenance. Testing the resistance on the control valve, I got between 7 and 8 ohms on my cheap ohmmter and my Chilton's calls for between 10 and 14. There is 12 volt power at the connector. Any thoughts was to what might be causing this?
